Sarkan Humanitarian College was established as a cultural and educational school on March 27, 1971 by Resolution No. 128 of 1971 of the Council of Ministers of the Kazakh SSR.
In 1992, by the resolution of the Ministry of Culture of the Republic of Kazakhstan No. 47701 dated March 20, 1992, the Sarkan cultural and educational school was named the school of culture.
The school of culture was changed to the college of culture according to the order of the Ministry of Education of the Republic of Kazakhstan No. 321 of December 11, 1995. By the decision of the Government of the Republic of Kazakhstan #1601 dated December 24, 1996, Sarkan College was named Sarkan College of Taldykorgan University named after I. Zhansugirov.

Sarkan college named after I. Zhansugirov was changed to Sarkan humanitarian college by the resolution of the government of the Republic of Kazakhstan No. 814 of May 8, 1996.

Since March 18, 1999, Sarkan Humanitarian College has been considered a state treasury enterprise.

The founder is the Department of Education of Almaty region. On August 2, 2010, the Ministry of Education and Science of the Republic of Kazakhstan issued license No. 0142414 for the educational activity of the college.
